Yesterday morning I chaired a Scottish Parliament Information Centre (SPICe) breakfast seminar on the above.
The presentation was carried out by Scottish Fiscal Commission (SFC) Chair, Professor Graeme Roy.
Professor Roy and DR Domenico Lombardi then took questions from MSPs, researchers and parliamentary staff.
